Hillsborough County's Pet Resource Center has been dealing with a serious overcrowding challenge, and local animal welfare officials are asking residents to consider how they can help.

In a September 17 announcement, the county reported that the shelter was caring for 320 dogs, representing 177 percent of its stated capacity.

The figure marked the highest canine population at the shelter in at least five years.

While those numbers describe conditions on September 17 rather than a newly confirmed October count, they illustrate the pressure the facility has experienced.

Why the shelter is under strain

The Pet Resource Center is Hillsborough County's only open-admission animal shelter.

That means it accepts domestic animals regardless of characteristics such as breed, size, or medical condition.

This responsibility can create significant challenges when animals arrive faster than they are adopted or placed into other care arrangements.

According to the county, dog adoptions between June 1 and August 31 were 146 lower than during the same period in 2025.

How residents can help

Adoption provides a permanent home for an animal.

Prospective adopters should consider their household, schedule, housing situation, and ability to provide ongoing veterinary care before making a commitment.

Fostering allows an animal to stay temporarily in a home while awaiting adoption or another placement. It can also help create space at the shelter.

Residents interested in helping can review available animals and the county's adoption and fostering programs online.

Paw-loween adoption event

The Pet Resource Center has scheduled a Paw-loween Adoption Party for Saturday, October 17.

The event offers another opportunity for residents to learn about animals available for adoption and the shelter's services.

Visitors should confirm event details and any current adoption promotions with the county before attending.

Where to find the shelter

Hillsborough County Pet Resource Center

440 N. Falkenburg Road, Tampa, FL 33619

Shelter hours: Monday–Saturday, 10 a.m.–5 p.m.

Telephone: (813) 301-7387

The county announced waived adoption fees on September 17, but readers should confirm whether that offer remains available before visiting.

A successful adoption is about more than finding an animal a home. It's about finding the right home for that animal—and making a commitment that lasts.
